“Extra Help” – A Little-Known Public Benefit
All Medicare recipients can get prescription drug coverage, known as “Part D”, at a monthly cost. Many complain that Part D coverage is not comprehensive, can be expensive, and often doesn’t provide as much drug coverage as the senior needs. However, seniors and people with a disability who have limited income and assets may be eligible for Medicare’s “Extra Help” benefit. This benefit helps to pay for monthly premiums, annual deductibles, drugs, and prescription co-payments. The program was formerly known as the “Part D Low Income Subsidy Program.” For those that qualify, the benefit may pay for up to $4000.00 in annual benefits.
The Centers for Medicare and Medicaid Services estimate that more than 2 million Medicare recipients qualify for this “Extra Help” benefit, but have not applied for it. Probably because they don’t know about it.
Extra Help has both asset and income limitations regarding eligibility. In 2017, a person must have countable resources of less than $13,820 (or $27,600 for a couple). A home, car, and some other items/assets are not counted. An individual must have annual income of less than $18,090 per year ($24,360 for a couple). There are some exceptions to these general rules, and some additional benefits to this program. Interested individuals can visit www.ssa.gov/extrahelp for more information. Applications for Extra Help can also be made over the phone (1-800-772-1213).
As an Elder Law attorney, I am often surprised at how many seniors do not utilize their full Medicare benefits, have an inappropriate supplement for their situation, or fail to pay their premiums due to cognitive difficulties or dementia. It is important for trusted family members to understand the senior’s insurance coverage, apply for any additional beneficial programs such as “Extra Help”, and ensure premiums are paid so important coverage is not compromised. If the senior is of low income with limited resources, there may be other benefits available to provide some financial relief, including Medi-Cal, SSI, and VA benefits.
