Water supply management has become increasingly complex due to climate change and drought, identification of previously undetected groundwater contaminants, and the use of more sophisticated technology to better manage and conserve water. Also, the cost of water service has increased due to the higher cost of developing new sources and the need for water banking programs to boost supply reliability during dry years.
I have both established water policy by serving on various boards of directors – State Water Contractors and State Water Project Contractors Authority – and implemented water policy as the General Manager of the Castaic Lake Water Agency (predecessor of the Santa Clarita Valley Water Agency) and Executive Director of the Central Coast Water Authority in Santa Barbara County. Just as important, having spent most of my water career in the Santa Clarita Valley, I am the candidate that is most familiar with all the Valley’s sources of water supply.
As CLWA General Manager, I:
• Oversaw over $150 million of capital improvements including nearly doubling the combined capacity of the Agency’s two water treatment plants to meet the growing needs of one of the state’s fastest growing communities
• Acquired an additional source of imported water to supplement CLWA’s State Water Project supply
• Implemented CLWA’s first water banking programs to improve dry year supply reliability
• Led a legal and technical team in negotiating a settlement of a groundwater contamination lawsuit and obtaining up to $100 million to remediate and treat perchlorate contamination of the local Saugus Formation aquifer
• Completed construction of the Agency’s initial recycled water facilities and commenced recycled water deliveries to the Valley
I am committed to utilizing my water expertise and qualifications to work cooperatively with the other Directors to meet SCVWA’s mission, support staff in its efforts to achieve the Agency’s goals and objectives, and enhance the Agency’s ability to provide SCV residents and businesses safe, reliable and affordable water. As a Director, I will strongly advocate for drought proofing our water supply, minimizing rate increases by pursuing cost-effective and efficient operations and ensuring that new development pays its fair share of water supply costs.
