The City of Santa Clarita proudly celebrates four exceptional employees recognized as part of the SCV 40 Under Forty Class of 2024, honoring their dedication, leadership, and service to our community.
Elizabeth Arambula – Community Services Supervisor
With over 13 years of service, Elizabeth has consistently demonstrated unwavering dedication to high-risk youth and under-resourced families. As a Community Services Supervisor in the Recreation and Community Services Department, she oversees impactful programs like Youth Employment Services, Community and Teen Court, Neighborhood Engagement, and the Gang Prevention Task Force. Elizabeth works tirelessly to connect families with community events, scholarships, and volunteer opportunities, breaking down barriers to engagement. Her commitment extends beyond her role at the City; she serves on the William S. Hart District’s Student Advisory Review Board and has been involved with the California Park and Recreation Society.
Morgan Lazo – Librarian
Morgan has significantly enhanced Library Services by connecting them with broader City initiatives and enriching resources for the Latino community. Since joining the City in 2018, she has secured grants to create a year’s worth of Spanish language cultural programming and is developing policies for the upcoming launch of the City’s first Mobile Library. Morgan successfully led the One Story One City program and actively mentors others through the American Library Association. Her dedication to accessible library services and community engagement positions the Library as a central resource for residents.
Gabby Vera – Volunteer Engagement Coordinator
Gabby’s journey with the City began at age 15 through the Youth Employment Services Program, reflecting her early passion for community service. As the Coordinator of the Volunteer Engagement Program, she manages thousands of volunteers for City events like the Santa Clarita Cowboy Festival, River Rally, and Make a Difference Day. Gabby also serves as the Volunteer Committee Chair for the SCV Salvation Army, leading initiatives such as the Red Kettle Campaign and the Donut Day Challenge. Her empathy, strong work ethic, and organizational skills have greatly enriched Santa Clarita by fostering a culture of volunteerism and community involvement.
Roger Willcox – Emergency Operations Analyst
Roger plays a pivotal role in advancing the City’s emergency preparedness and community resilience. He leads the City’s Emergency Operations Center (EOC), develops and executes emergency plans, and coordinates citywide drills. Roger established a multi-agency emergency stakeholder group, enhancing collaboration among local emergency services, schools, and utility providers. Beyond his professional duties, he volunteers with the Michael Hoefflin Foundation, raising over $100,000 for youth battling cancer, and coaches youth baseball for the City’s Recreation Department.
These four remarkable individuals embody the values of excellence, service, and leadership that define the City of Santa Clarita.
